Walter Irving McCoy

Born in Troy, McCoy earned a law degree from Harvard and was later elected in NJ as a Democrat to the 62nd and 63rd US Congresses. He served until he was appointed by President Wilson an associate justice to the Supreme Court of the District of Columbia, ultimately serving as Chief Justice.
